Presentation

The Raw Materials initiative was launched by the EU Commission with the objective of providing Europe with a sustainable source of mineral resources for its industry, both domestic and/or foreign. The initiative has boosted the interest from European and International companies in investing in mineral resources exploration in Europe, which still holds an incredible number of world class deposits waiting for investors to rediscover.

At the same time, Europe has a great deal of mining legislations, in fact every country as a different way of addressing the problem. Mineral resources belong to the state in one extreme, or to the owner of the land above in the other, with all the possible varieties. This, of course means that  potential investor has extreme difficulties to be able to decide, once a geological target has been defined, which country offers the best legal possibilities to be able to plan without getting tangled in a nightmare of paperwork and expenditure, in order to start a new operation.

This training course intends to cover that gap, and give the attendants a tool for a knowledgeable decision.

The information on mining legislation provided by this training course covers all the 28 EU members, as well as the accessing countries, and some other European countries which are considered of interest for mining companies.

The course is aimed to mining companies, geologists, mining engineers, mining managers, legislators and regulators and EU Commission officials as well as scholars interested in the mining legislation currently in force in Europe and the incredible variety of its defining factors.

The added value of the course is that for every country described, there will be a real exploration permit example, so that attendants will be able to have an discuss with the professors the details of that example, turning the course in a real practical experience.

For every country the documents that will be accessible will explain, in brief –due to the number of countries described- the mining legislation of each country, with details on how a mining permit is obtained, and the number of procedures and documents needed, the authorities that must be contacted, and the timing that can be expected to pass through the permitting system.

The course will concentrate in the exploration phase, and will not enter in detail in the exploitation phase because normally this will be the first phase of any new project in any European country.

The professors of this training course are reputed experts from National Geological Surveys and mining companies that will reply to any of the questions posed by the students during the time the course is on-line.

The training course will have a final test with questions from the information provided and all those students that pass the test will receive a diploma of SPECIALIST IN MINING LEGISLATION, from the SPANISH ASSOCIATION OF PROFESSIONAL GEOLOGISTS and the EUROPEAN FEDERATION OF GEOLOGIST.

Didactic Model

The student will be able to follow the training course on line, through the Spanish Association of Professional Geologists online training platform (http://egpformacion.icog.es/), where all the corresponding information and documents or additional data (practical cases, evaluation tests, etc.)

Aside from the updated national information included in every chapter, the students will also receive a pdf version of the book Legal Basics of Mineral Policy in Europe by one of the professors of the course, Dr Günter Tiess, which includes an overview of 40 countries.

The student will also be able to use the platform forum where he will be able to interrelate with other students on subjects related to the training course.

Tutoring

An e-mail tutoring system will be organized using the tutor e-mail (formaciononline@icog.es) which will permanently solve potential doubts about the functioning of the platform and the contents of the course and will serve as a link between students and professors for the questions related to the legislation of each country.

The training course will have a duration of 200 h, including tutoring and evaluations.

Number of places

To be able to carry out this training course a minimum of 50 students are needed. If this minimum number of students is not achieved, 72 hours before the start of the course, the Spanish Association of Professional Geologists (ICOG) will have the right to cancel it.

Documentation and diploma:

Along the duration of the training course, students will receive the documents corresponding to the information of the different countries and case studies.

The ICOG will deliver to all students that have finished the course and completed successfully the final test, a diploma of SPECIALIST ON EUROPEAN MINERAL LEGISLATION.

A registration file will then open which will allow him or her to fill the personal data requested and attach information regarding the payment of the training course and any relevant information required for that type of registration.
